Venture-company certification recognizes companies with genuine technological innovation and growth potential — up to 50% tax cuts, enhanced technology-guarantee backing, and KOSDAQ listing preference — plus what a reconfirmation review actually checks.

Venture-company certification recognizes companies with genuine technological innovation and growth potential under the Act on Special Measures for the Promotion of Venture Businesses, unlocking income/corporate tax cuts up to 50% for companies under 3 years old (up to 5 years), acquisition/property tax relief on property bought within 4–5 years of certification, up to ₩5 billion in enhanced technology-guarantee-fund backing, KOSDAQ listing-review preference, expanded stock-option limits (up to 50% of issued shares), patent fast-tracking, relaxed R&D-lab requirements, and access to venture-only government support programs.

How it compares to Main-Biz and Inno-Biz

Venture-company status rewards technological innovation at the start-up stage specifically — distinct from Inno-Biz, which rewards R&D-driven technical competitiveness at growth/maturity, and Main-Biz, which rewards management innovation rather than R&D and is the only one of the three open to non-technical businesses.

The 2023 reform — and why reconfirmation gets rejected

A 2023 reform discontinued the old "guarantee type" (previously certifiable on a ₩80M+ loan guarantee from Korea Credit Guarantee Fund or KIBO alone) in favor of an "innovation-growth type" that requires a genuine, evidence-based case: technology differentiation (30% of the score, requiring real comparative data against competitors, not just an assertion of superiority) and business performance (20%, using both financial figures and relevant non-financial metrics like GMV or monthly active users). Reconfirmation at the end of the certification period is a fresh evaluation of what the company actually did with its certified period — not a renewal — so resubmitting the original business plan is the single most common reason a reconfirmation gets rejected. A well-prepared reconfirmation packages the technology differentiation and growth data using a structured narrative (problem–solution–scale-up–team) rather than a copy-pasted prior filing.

NET and NEP — two related certifications worth knowing about

NET (New Excellent Technology) and NEP (New Excellent Product) certification sit alongside venture-company and Main-Biz in Korea's innovation-certification landscape. NET certifies the technology itself (originality and technical advancement, typically filed pre-commercialization to support R&D fundraising and prove technical credibility), while NEP certifies a finished product built on that technology (quality management, cost-effectiveness, and market readiness). NEP certification carries real weight: certified products become eligible for mandatory or priority public-sector procurement, a meaningful early-revenue channel for a company with a market-ready product. Review runs through three stages — document/interview screening, an on-site facility inspection verifying the technology is actually implemented in production, and a final comprehensive committee review — split across 6 fields and 24 specialist panels, so which panel a technology gets mapped to materially affects the outcome. NET/NEP certification also feeds directly into the follow-on Excellent Product designation at Korea's public-procurement office.

Why bring in a licensed agent

A self-assessment that looks strong on paper is frequently marked down once an on-site evaluator starts asking questions, and a reconfirmation built on the original filing rather than fresh evidence is the most common reason a strong company gets rejected on paperwork alone. Handling the evidence packaging and interview preparation together is where most of the avoidable delay gets removed.

Frequently Asked Questions

Is venture-company reconfirmation just a formality if we're already certified?

No — reconfirmation evaluates what the company achieved during its certified period from scratch. Resubmitting the original application's business plan without updated technology-differentiation and growth evidence is the most common reason a reconfirmation gets denied.

What's the difference between NET and NEP certification?

NET certifies the technology itself — its originality and technical advancement, usually filed before commercialization. NEP certifies a finished product built on that technology, evaluated on quality, cost-effectiveness, and market readiness, and unlocks priority public-sector procurement.

How is Main-Biz different from venture-company or Inno-Biz certification?

Venture-company status targets start-up-stage technological innovation, Inno-Biz targets R&D-driven technical competitiveness at growth stage, and Main-Biz targets management innovation — marketing, organizational, and process improvements — making it the only one of the three open to retail, wholesale, and service businesses with no in-house R&D lab.

What changed in the 2023 reform?

The old 'guarantee type' (certifiable on a ₩80M+ loan guarantee alone) was discontinued in favor of an 'innovation-growth type' requiring real comparative evidence — technology differentiation (30% of the score) and business performance (20%).

What tax and funding benefits does venture-company certification unlock?

Up to 50% income/corporate tax cuts for companies under 3 years old (up to 5 years), acquisition/property tax relief, up to ₩5 billion in enhanced technology-guarantee-fund backing, KOSDAQ listing-review preference, and expanded stock-option limits up to 50% of issued shares.

Does NEP certification actually help with sales?

Yes — NEP-certified products become eligible for mandatory or priority public-sector procurement, a real early-revenue channel for a company with a market-ready product.
