A registered in-house R&D lab or dedicated research department is one of the fastest ways for a Korean company to unlock a real tax credit — and it's also an evaluation factor that adds points toward Main-Biz, Inno-Biz, and venture-company certification, so companies pursuing any of those often register one first.

In-house R&D lab or dedicated research department

Registering with KOITA (Korea Industrial Technology Association) is a "establish first, register after" process:

  • Headcount required varies by company size — 2+ for a venture or sub-3-year startup, 3+ for a small company, 5+ for a mid-size company, 1+ for a "dedicated research department" (a lighter designation for smaller teams). Qualifying researchers need a bachelor's degree in a natural-science/engineering field or a national technical engineer certification (with alternate paths for associate-degree + 2 years' experience, industrial-engineer certification + 2 years, or vocational-high-school graduates with 4 years' experience).
  • A genuinely separated, enclosed physical space with fixed walls and a dedicated entrance — smaller companies or research departments under 50m² can use partitions instead, provided a nameplate is posted at the entrance.
  • Once the space and staff are in place: photograph the exterior nameplate and interior facilities, prepare a floor plan showing seating and area, and file online through KOITA for review and certification.

What it unlocks

A 25% tax credit (SME rate) on R&D and workforce-development expenses, military-service-exemption program eligibility for research staff, mandatory or bonus-point status on government R&D grant applications, and evaluation points toward Main-Biz, Inno-Biz, and venture-company certification.

Why bring in a licensed agent

The headcount qualification rules and the physical-space standard are the two places a self-filed registration most often stalls — an evaluator checking researcher credentials against the exact alternate-path rules, or a shared/open floor plan that doesn't read as a genuinely separated space. Handling the documentation and site-photo preparation together removes most of the avoidable delay.

Frequently Asked Questions

Can a service or retail company register an in-house R&D lab, or only manufacturers?

Any company can register one if it meets the researcher headcount and qualification requirements and has a genuinely separated physical space — it isn't restricted to manufacturers.

Do I need a registered R&D lab before applying for Main-Biz or venture-company status?

It isn't strictly required, but it's one of the evaluation factors that adds points toward Main-Biz, Inno-Biz, and venture-company certification, so companies often pursue it first.

How many researchers does a venture or sub-3-year startup need?

At least 2 — the headcount requirement scales up from there: 3+ for a small company, 5+ for a mid-size company, or just 1+ for the lighter 'dedicated research department' designation.

Does the research space have to be a fully walled, separate room?

Generally yes — fixed walls and a dedicated entrance. Smaller companies or research departments under 50m² can use partitions instead, as long as a nameplate is posted at the entrance.

What tax benefit does registration unlock?

A 25% tax credit (SME rate) on R&D and workforce-development expenses, on top of research-staff military-service-exemption eligibility and bonus points on government R&D grant applications.

What's the KOITA registration process, in order?

Establish the space and staff first, then register — photograph the exterior nameplate and interior facilities, prepare a floor plan, and file online through KOITA for review.
