Required documents and process

Registration covers business information, licensing status, and manufacturing-facility details, submitted alongside a business registration copy, corporate registry, company seal certificate, relevant industry license, and (for manufacturers) a direct-production certificate. Companies executing government subsidies or policy funds must use KONEPS once a single purchase or construction contract exceeds KRW 20 million (per the Integrated Management Guidelines for National Subsidies, Art. 37), and the process runs through six stages — purchase-spec definition, bid-method selection, public notice, bid submission and evaluation, award and contracting, and delivery/inspection — where a single drafting error in the public notice can invalidate the entire procedure.

Why registrations get rejected or delayed

The most common rejection reasons we see: a mismatch between the business registration's listed industry and the product-classification code KONEPS requires (triggering a supplementation request), failing the direct-production-verification standard for a manufacturer registration (insufficient facilities or staffing on record), and letting a license or certificate lapse without renewing it — which shows up as an inability to bid on the day itself, not at registration.
